MOBCOP Army

Mobcop is an online system for National Guard and Army Reserve Soldiers to access their orders, track their status, and manage their mobilization records. The system also allows soldiers to volunteer for opportunities. Mobcop can be accessed only on government computers.

Mobilization Common Operating Picture (MOBCOP) is a system that integrates the Defense Automated Processing System (DAMPS) with other Army systems, allowing for the lashing of requirements to individual orders and for the tracking of soldiers through the entire mobilization cycle. It is designed to transform the Army’s approach to reserve mobilization into an agile, information-based core business process.

Currently, MOBCOP is available for all Army Reserve and ANG units that are FORCE REQUESTORS in DAMPS-A. This includes those who can post positions in TOD based on roles assigned in DAMPS-A. The Army Reserve is also exploring the option of using Mobcop on a mobile platform to increase the speed and availability of information for Soldiers. This would be a significant change and require several changes in current processes.

While Congress is divided on many issues, one thing that both Democrats and Republicans can agree on is the need to make it easier for National Guard and Army Reserve soldiers to find active-duty opportunities. To do this, the Army has developed Carrera, a new app that allows troops to access the Tour of Duty portal on personal devices. The app was developed by the Army Software Factory in Austin, Texas. Its release was motivated by an order from Congress included in the 2022 defense bill that requires the Army to allow Tour of Duty opportunities to be accessed on personal devices.

To get started, visit the Mobilization Common Operating Picture website using your CAC. Once you are on the page, click “Tour of Duty” in the light green box. From here, you can browse available tours and sign up if you are interested. You can also sign up for positions that have already been posted in TOD by downloading a position management training presentation from the G3/5/7 website.

MOBCOP Tour of Duty

MOBCOP Tour of Duty

MOBCOP (Mobilization Common Operating Picture) is a comprehensive system that aggregates and visualizes data from various sources, providing a holistic view of the operational environment. It offers critical information to decision-makers, allowing for better understanding and coordination during operations, including those encompassed within a Tour of Duty.

During a Tour of Duty—a defined period of deployment in a specific operational area—MOBCOP plays a crucial role in enhancing situational awareness for service members. Here’s how the relationship unfolds:

Situational Awareness: MOBCOP aids personnel on a Tour of Duty by offering real-time information about the operational environment. This includes data on terrain, weather, enemy movements (if applicable), logistics, and other critical factors that impact decision-making and operational effectiveness.

Decision Support: Service members on a Tour of Duty rely on accurate and timely information to make informed decisions. MOBCOP’s data visualization tools and analysis capabilities provide decision support, aiding in strategic and tactical decision-making during the deployment.

Coordination and Collaboration: MOBCOP facilitates communication and collaboration among deployed personnel, commanders, and other stakeholders. This is crucial during a Tour of Duty, as it allows for sharing real-time information and coordinating efforts among different units or teams operating in the same area.

Mobile Accessibility: For personnel deployed on a Tour of Duty, MOBCOP’s mobile accessibility ensures that critical information is readily available, even in the field. This accessibility enables personnel to access up-to-date information on their mobile devices, enhancing their situational awareness and decision-making capabilities while on deployment.
